Little Steven blackballed??

Hello,

Reading all the Steve articles, I wonder was he really blackballed? Or was it low record sales? Even at the height of BIUSA, just going by peak positions, it seems he didn't sell a lot. The Jukes didn't make it big either. So why, besides his co-production on River and BIUSA, would a record company sign him in an era of hip hop and grunge?
